Yup, I can vouch for that. They're not THAT bad, but I never knew small breasts could sag.

From what I've read, it's both. Wearing a bra all the time weakens the tendons but never wearing a bra lets gravity have free reign of them. That plus genetics and hormones. It's a damned if you do, damned if you don't situation.

Maybe, I couldn't say for sure because I'm large enough that I generally have to wear a bra to work, but outside of work I can often get away with just a tank or cami, and I NEVER wear a bra at home, it comes off the second I walk in the door, so I do spend a lot of time both ways. I'm 42, no kids and I have no noticable sagging, so I can say for sure that not wearing a bra for more than half of most days will not lead to sagging. I also do have great genetics thanks to my mother who never seemed to age, people almost always put me 10-15 years younger than I am, that's generally because my face has no lines or sagging, but I suppose I could have naturally tight skin, or something.
