He is too pretty. That was "cute" when he was like 14-16. After that it gets weird. He might be attractive once he hits 35. (He is really ill-behaved though, but that's another issue.)
I am 23, and I don't find him hot. He's not ugly. But he's too "pretty boy", which I was never crazy about. Same with Orlando Bloom. Many women make a huge deal of him, but he's to boyish for my liking. So, I don't think anything of him. I tend to find the older, and/or rugged men to be the hotter ones.
LOL at all the people on this forum that claim these so called "hot" celebrities to not be attractive. Whether you like the kids music or personality is irrelevant to this discussion. At the the end of the day, Justin Bieber would still have a smoking hot GF even if he was a lowly dishwasher that still lived with his parents. He's a good looking guy with washboard abs, and he's not stupid despite what his haters probably think.
This is almost as bad as when people claim that Kim kardashian isn't attractive. Is she the most beautiful woman that I've ever laid eyes on? No, but she's still better looking than 99% of the women on this planet. Make no mistake that there isn't a normal guy on this earth that wouldn't take that woman to pound town.

I think Kim is attractive ( im a woman myself ) but she is not in the top 1% of the world.
And Justin is not a bad looking kid but he is just that, a kid. At least he looks like it. How can a 35 year old woman say he is smoking hot without feeling like a child molester. lol
Especially when I have friends who's daughters that are 10 have posters of him on their wall and want to marry him. Maybe in another 10 years I can honestly say if he is smoking or not.
Right now he is just....cute...?
