I wonder if the modeling agencys know that that teardrop tat of his means he has taken a life. Good looking dudes are a dime a dozen, why would you spring for a murderer gang member?

Because the talent agencies want to make money and this good looking dude comes with his own publicity. It's wrong on so many levels but not surprising.
A criminal should almost never turn their life around; it is almost always fatal. Watch the news. The momma of every douche bag who is killed while robbing a store will tell you, "just when he was getting ready to turn his life around."
I have a feeling that, much like that homeless dude with the golden voice from a few years back, hot mug shot guy will be back in obscurity in no time.

Probably, but that guy is employed and living in an apartment despite the hurdles... and contributing to society. So, if that is the outcome, it would be a great outcome.
