In your opinion (or experience) do you think women have to get makeup'd up to be presentable?

There is no right or wrong response to this. Some do, some don't. My mother didn't wear makeup and looked fine. I didn't look fine without makeup.

As a dude with sisters (and a mom of course) and several gfs over my 30 years, I can say it with certainty regarding the immediate women I've been around my life.

With what? The phone number of a girl who looks "perfect" without makeup?

I mean, what is your goal?

I believe that most people have a minimum standard they want to achieve before they are seen by others, but that varies person to person.

So I don't think there's a clear answer for your question about "most" women.

I lived most of my life in Orange County CA where pretty much everyone wore makeup and got done up to go out. I always thought people looked nice and pretty in general. Then I moved to Hawaii where makeup is not common due to climate and lifestyle. I think the women look way prettier than the ones in OC that always wore makeup. Maybe it depends on the location but the women look much healthier and youthful without the makeup. Now when I visit SoCal, the women there look fake and rough.

Most women are average to below average without makeup. But to be presentable? As in just socially acceptable looking? No, most don't have to wear makeup to be presentable for that.

And use makeup to enhance their appearance

Yes, I do believe there's an appropriate appearance for certain occasions. I think most women use good judgment. If it calls for getting a little dressier generally they'll do hair and makeup as well.

All I do is fill in my eyebrows because my eyebrows are an ashy brown and don't stand out as much. Sometimes I swipe on my pür minerals powder but I'm a last minute kind of girls and it's hot outside so I don't do much

It all depends on the individual. Women are magicians when it comes to hiding the dark circles, acne, blemishes and rosacea with makeup.
