When we lived in Portugal, my little sister was about 3 or 4 years of age and would be taken into the swimming pool in just a little red monokini. She's embarrassed by those pictures now, but she was really cute like like a water baby (as in the book by Charles Kingsley The Water Babies:A Fairy Tale for a Land-Baby). This was back in 1966 though.

Most little kids in Europe wear little bikini bottoms only- girls and boys. Lots of really old men and women do also, but that's another thread!!

I have more of a problem of them trying to market something so overtly sexual at that age. I have no problem with bikini and two piece bathing suits on little kids- heck... I think I swam naked half the time until I was 4! But the bathing suits I did have were cute 2 piece bandeau type suits with girly patterns or Disney princess type deals on it. White crocheted yarn? Not too comfy and bound to end up at the bottom of the ocean in about 2 minutes flat!

I swam naked in the water in public till 3 years old!
But in Europe girls and boys do not really wear bathing suits. When they are around age 7 or 8 girls do not wear tops.
Modest swimsuits come at age 9 or so.

I had a bikini as a child! I'm American and was a wee one in the late '70s. My parents had me in swimming lessons before I could walk and I loved the water.
So the summer I was two, I had a stars & stripes bikini! Remember - it was the 70s and the country was all caught up in the bicenntenial stuff, stars & stripes were everywhere!
But as someone who has a hobby that incorporates yarn (I knit), I just don't see how a yarn swimsuit of any kind can be practical for anyone - child or adult. But then again, I was never one to lounge by the pool - swimsuits are for swimming.
