I'd second it being a fashion statement, though, for the record, there are people who need their neck to be warmer than their arms, just like most people need their torso to be warmer than their legs.
I've gone out in a t-shirt and jeans, but wrapped a scarf around my neck because that's the part of me that got cold. I could just as easily have put on a jacket, but the rest of me wasn't cold enough to need it, so it was just a choice I made in that moment.
I wouldn't do that as a fashion statement, though. Then it just seems weird to me lol
I'll sometimes wear a scarf with a T-shirt, but it is threaded through the belt loops on my chinos or khakis. It serves as merely decoration, not an actual pants-holder-upper.
I do this. The scarf is an accessory. I wear it when the T-shirt by itself looks too boring or just to dress up the look. I don't usually wear a winter scarf obviously because I am in Florida. It's especially handy to have a scarf if you are flying. It usually gets freezing mid-flight and if the scarf is big, you can wrap it around your arms to keep them warm or you can roll it up and use it as a pillow.
Besides being an easy way to dress up a t-shirt, I wear a lightweight scarf in the sun to protect my neck. For some reason I easily get a sunburn on my neck even when I use sunblock.
I love wearing scarves both to keep me warm and as an accessory. Wearing one with a T-shirt? No, if it's hot enough out to wear a T-shirt, I wouldn't want a scarf around my neck. A nice necklace would suit the climate and the outfit much better.
