How many years can you store new, unworn cotton (at least 97% cotton) pants or jacket without wearing them, in normal environment?

Depends how and where you store them! In an attic...for never! In a closet...forever! Too hot, or damp, will destroy the fibers.

Ok, thanks. I thought they could rot after 15+ years. A few years ago bought some pants when a designer store was closing, most still unworn but are hard to find anywhere... Pants are very hard to find that fit you perfectly, do you agree?

I think most people would find that clothing from 15 years ago would fit them differently even if their weight didn't change.

if you have not worn them in several years, get rid of them.

Also , how are you storing them? Are they hanging up?

I make cotton quilts and with cotton - you must be careful or you will get "fold lines" . If you bought a bunch of pants and have them folded, stacked on each other - over time the weight will cause the bottom pairs to have fold lines which might not come out.
