In that case, here are some more options:

Buy new wardrobes for everyone else in your city
Change the fashion landscape such that people feel obligated to dress nicely more often.
Build several upscale locations in your city so that people have more places to dress up.

It's common sense to stick to practical solutions.

Meh... mock all you want.

I know of two couples who moved to avoid dressing up. They want a more casual lifestyle.
Doing the opposite is just as feasible.

I feel like the original poster at times. I try to balance things by wearing a more dressy outfit with flats/casual shoes (not sneakers), or high heels with pants and a regular shirt with simple jewlery. It's a good way to dress better without feeling overdressed.

I recently watched this fifties show called "Make Room for Daddy/The Danny Thomas Show," and remarked how polished they always looked. Marjorie Lord always looked so put together/elegant, and I do like the femininity in dress during that time period (the early sixties and previous periods fit my idea of "classy"). It's amazing what people wore, even just going out in the street!

I still chuckle when I recall my parents dressing us kids up to go shopping "Downtown" in the early 60's. Slacks, dress shirt (no tie that I recall), and the most uncomfortable loafers on the planet. Just to go walking around a cluster of department stores in a working class town.

Don't even get me started on flip flops - they belong at the beach!!! I can NOT STAND the sound of people "slapping" who can't even wear them properly echoing through a store while I'm shopping.
Oooooh, you would not like what I wear. I ALWAYS wear tennis shoes with whatever I am wearing to work. Once weather is warm enough, it's flip flops. Fancy flip flops, but flip flops none the less. Did I mention I hate shoes? I hate shoes. I dislike the feeling of my feet being enclosed, stuffy, uncomfortable, and hot. My toes like to be free!

You can still dress up. Wear what makes you happy.

And maybe save up to move to a different area with a more diverse crowd.

As for me, I used to dress up, heels, cute tops, jewelry, etc. Even if just going to Wal-Mart. But I don't bother anymore. I was never a fancy dress person, and only took it up in attempt to gain favor by trying to look hot. But no sale. So I stick with conservative casual dress now. Later on, I plan to get rid my cute stuff,, and replace it all with more professional attire. Only cute stuff I may still wear is make-up.

Same with my husband! I love it!

Just wear whatever the heck you want, op.

And I will stay casual and comfy.

Dressy clothes are far too high maintenance.

I dress up reasonably, most of the time.

Sure.
If I could wear what is considered more dressy for guys, I probably would do it more, too.
But chick clothes are a PITA.

Does anyone else want to get dressed up but feel they can't because nobody else does?
Now that my husband is retired he wears what he wants to wear when he wants to where it.

But it is not what you probably thought, he enjoys looking "put together". He just put on a nice suit to go grocery shopping. No one has ever stopped him or criticized him for being "too dressed up". He never wears a tee shirt in public, unless it is a sport tee shirt at a sporting event (hockey shirt or jersey at a hockey game). He usually even wears a long sleeve button down shirt just to walk the dog or just around the house.

Our daughter is the same way. until she broke her knee cap, she wore high heels and a dress or skirt to college almost every day. She would occasionally wear dress pants in the middle of winter. She said that most kids dressed like bums but she always felt/feels very comfortable looking well dressed.
