You might be thinking about the undies and bras. The clothing that Victoria's Secret sells is cute and is mostly modest. In fact, their PINK line was designed for teens and is made up of a lot of T-shirts, hoodies, etc. that aren't racy.
OP, I would look for modest yet trendy pieces if I were you. Your sister might say she is going to be more open-minded, but she might change her mind if your niece walks out in booty shorts and a crop top. I'm just saying that if she has been this strict about it, I don't see her doing a total 180 overnight, so it might be a good idea to buy things that mom will be less likely to object to.
Although I'm not a teen and am in my 20s, I do often shop in the junior's section. I've always liked wearing skirts that hit mid-thigh during the summer; they're cute and comfortable but don't show as much as the short shorts do. Maxi skirts and maxi dresses are very trendy now, and they're modest. Cute little capped-sleeve coverups are trendy, and she can throw one on if mom thinks her top isn't modest enough. They add the added benefit of making outfits look different, which can help her appear to have more clothes than she has, which is always good as she's trying to build her new wardrobe.
