Eh, I'd be ok with a 13 year old wearing lipgloss and mascara. For a full face of makeup, I guess 15 or 16. I was about 14 when I started experimenting and about 16 or 17 when I finally figured out what and how much I wanted to wear.

It really depends on the girl and her parents. But, I'd be uncomfortable seeing a girl in elementary school wearing makeup for any reason outside of photo shoots or performances.

I came of age at a time when makeup for my skin tone was greasy and shiny and turned my orange undertones red. Girls at school were doing things like painting their cheeks with lipstick and calling it "blush," and using heavy dark eyeliner pencils that they melted with matches before applying. None of this looked good to me, so I wasn't eager to wear makeup at a young age. I didn't start using it daily until my early 20s when I discovered Clinique's custom blends, and realized that foundation could look natural.

I don't have a problem with girls of 15 or 16 wearing soft foundation and lipstick, but I don't really think that heavy eye makeup is appropriate at that age, and certainly not at school.
