Well some start at like 13, but in general I would say when you need it, so 30s? Honestly whenever you feel like it.

When you need it, whatever age that might be.

I would say 13. As soon as her body starts developing and the girl is starting her transformation into a woman. I don't agree with the concept of "when she needs it". Makeup is a product that enhances beauty.not covers up ugly.

Need does not exclusively mean covering up ugly.

In sixth grade many girls can wear light pale blush and clear gloss. By eighth grade most are wearing concealer, powder, lip gloss, blush, and some wear light eye makeup.

It should be very natural and light application.

Some kids aren't interested in it at that age. Some girls/women aren't interested in it at any age, for that matter. I don't think girls should be sent the message that they're not ok as they are. If at some point they decide they want to try it, they can. Otherwise, it's best to leave them alone.

OP, some women never wear makeup on a daily basis, using it only on special occasions. There's no rule for this. It's up to each individual.
