I can't for the life of me keep nail polish on my finger nails. Is there a brand that will stay on? Also, I have a phobia of catching a fungus at nail salons so I won't take that suggestion.
What are you doing with your hands that it's flaking off in only four hours? I just use standard drug store polish (higher end, but drug store, none the less), don't do anything special, and even at that rate, it takes a few days to chip. If your hands are subject to some sort of activity that goes beyond typical wear and tear, no DIY manicure is going to hold up that well unless you wear gloves or something.
I'm sorry, but I'm not sure I believe that your polish is chipping off within four hours of application unless you are handling abrasive or corrosive materials.
Everyone's nails are different but I have great luck with NYC GCS (Grand Central Station) quick dry topcoat. Between that and the Revlon Gel Coat base (discontinued now I think)- you will get sick of your mani before your nails get chippy. It's cheap, like $1.47 cheap, so it can't hurt to try it!
I have long nails and use drug store brands - base coat, polish-2 coats, top coat - it lasts a week+ - the only brand I found that chips easily (within days) is the Sally Hanson Insta-Dry - which may have been discontinued.
You shouldn't have "naturally oily" nails, they are "dead", never heard of it in any case. Make sure your nails are clean and dry before applying polish.

Be sure that your nailbeds are free of oils by wiping with rubbing alcohol. Then be sure to apply a base coat, two coats of your color, then a chip resistant top coat (allowing to dry a bit between each coat). I also find it helps to re-apply the top coat every day or two. It usually dries quickly since it's just one coat.
+1 on buffing and whipping with alcohol prior to applying polish. Have same issue opi, essi all also chips fast on me. Only brand that worked for me is sally Hansen complete salon. And now their gel line. However all the extra layers of base and top coats made it worse all would just come of in one piece so dont use them anymore.
