If I am going to look like I have a hangover I am going earn the look by drinking way too much and having an actual hangover, no needles required. Except I have not had a hangover in more years than I can remember and the last drink of alcohol I had was on June 13, 2015, a toast for our daughters birthday.

I never really thought of that as "hangover" eyes but okay. This was trending in Korea one or two years ago and is much easier to achieve with makeup.

I bet that there are a lot of unlicensed doctors in those countries that are happy to get paid to do those kind of procedures.
