I agree with you. Formalwear for a 13-year-old (a child) is different from that of an adult woman, or even an older teen who can be styled more maturely. Kiernan Shipka, the young actress who played "Sally Draper" on Mad Men, always personified this difference when she attended grown-up formal events. Here she is at the 2012 Emmy Awards, when she was 13 years old:
I would do silver sandals. Flat or close to flat. I want her to be able to dance and not be in pain. Hair up, dangly earrings and for sure a bracelet. No necklace. I think rhinestones would be perfect. Silver clutch. Love the dress!

We are going for a loose braided/twisted updo, and have booked the appointment. Silver flats, crystal and silver earrings in a small teardrop (slightly dangly but not too much or too big), and are still deciding on the bracelet.
DD agrees that she does not want to keep up with a clutch, so we are not getting one.
