OP, the 90's saw the dawn of hip-hop fashion, which was ultra-baggy. But not everyone wore that. In fact, it took years to reach the West Coast. Aside from a brief blip of harem pants on the scene, most women wore more tailored clothes, in my experience. There was some residual boxiness to women's jackets from the 80's (the "menswear" look), but there was also more feminine suiting.
I was noticing this for non "hip hop" fashion, my high school was preppy, no hip hop fashion there! And it seemed to persist in the early part of the decade!
It's so funny looking at 1990s clothes on old movies. I remember the trends. Dark, matte lipstick was a thing. Square chunky heels are actually coming back a bit, right now. Long, ankle-length skirts and dresses, a lot of the time with knee-high slits, were really popular.
I had so many of those skirts! That was my whole wardrobe!

I just had a total 1990s flashback. Kate Moss, and some dudes slouching their way through a black and white Calvin Klein fragrance ad. Obsession. Eternity. Whatever. Lol.
The very early 1990s, yes, lots of "boxy" looking, baggy clothes. Still a bit of a hangover from the 1980s, when the big shoulder pads were a thing. Shoulder pads shrank, but they didn't totally disappear till the mid-1990s. Clothes are way more tailored now... modern manufacturing, computer design, etc., means the clothes today fit better.

Well-tailored, well-fitting clothes were always available; you just had to be able to afford them. Some European labels, and certain US designers, as well. They were hard to find during the 80's, but they could still be found. Von Furstenberg has always done finely-tailored clothes, for example. I still wear the jacket part of a suit of hers I got on clearance in the 80's, and it still looks contemporary. Gorgeous wool fabric with contrasting trim!
I like that bell-bottoms are back, for the time being. They're the right cut/shape for my figure type. I grab them whenever they make a brief appearance on the scene, and hang onto them. I don't remember when the last time was....late 90's/early 2000's, maybe?
I may be the only one who feels this way but late 90's, early 2000's fashion is my favorite of all time. It was a good mix of baggy and tight and had so many options for those with different body types. I love looking back at pics from 1997-2004ish... clothes are cute IMO
I remember shopping in the 90's and hating everything. Baggy, brash colors, and nothing ever seemed to go together. Stupid hair styles too, and horrible makeup. No taste whatsoever!

It depended on where you shopped, and how creative you were in spotting an item in one place that would work well with colors you got in another place. Nordstrom's was full of tasteful, tailored clothes of all kinds, and they have good sale events. You could really put together some tasteful, trim outfits from there that beat the trend in baggy, sloppy-looking stuff. Loehmann's was big in the 90's in Seattle (specializing in greatly discounted designer fashion with great tailoring) and wherever else they had outlets: NYC was their base. Boutiques that specialized in more classic looks were a good resource.
