That was then. It's #1 now in plastic surgery now due to medical(plastic surgery) tourism. There are many natural looking women too.

OK, so you're talking about the highest percent of beautiful "average" every-day women, right? Well, Venezuela doesn't have them. IDK if anyone in Latin America has a noticeable percent of beautiful women who aren't models or surgically enhanced. Paraguay is said to have the most handsome men. So maybe the women there tend to be more good-looking than average, too?

Switzerland. A higher than average percent of model-looking women.

Good point. In some countries--Korea and Brazil come to mind--plastic surgery is relatively cheaper because there is so much demand for it, prices are lower because of competition. And some cultures don't stigmatize it the way Americans do.

So what? If you are picking your women with nothing but looks to go on why do you care why she looks good as long as she looks good?

It's different if you are looking for a broodmare to give birth to your children. Then you don't want a woman with a huge nose or receding chin that might be inherited. Then it matters if she is covering those up with a good skilled surgeon.

And in Brazil, there's a cosmetic surgeon who worked out a method that allows him to do the procedures for much cheaper. His goal was to make it affordable for almost anyone.
