This looks like what she was wearing w/the exception that 1) the photo features a little cuff or something which hers didn't and 2) solid black on black looks much more like underwear.

I cannot tell you how many college students I have come across wearing shorts like these - some even worse. Might as well not wear anything if you feel the need to show your bare cheeks in their entirety to the whole world.

It's a matter of taste. I wouldn't be caught dead in such a get up, nor would I have in my 20s, but I made my own cut-offs as a teen and was known to wear a tank without a bra. I got "judgy" looks, but I didn't have much on top. My argument was always: "it's summer, and it's hot. At least I'm not wearing go-go boots!" People will learn (or not). I'm pretty live and let live with fashion.
