If the rest of the body is nice and slender or "petite", then small breasts usually look great, and are more likely to do well against gravity over time...
However if you are a... let's say "plus size" with tiny breasts, it's gonna make proportions a bit less "flattering"...Think of a man with sticks for arms and legs and a huge beer gut...proportions matter if you care about the physical appearance, then again if you can manage to not care, even better for you I suppose.

Proportion definitely matters more than absolute size for most people. Large breasted women often complain about back pain, always having to wear sturdy bras and not having many bra options outside of very plain looking bras (speaking mainly of women with a band size that's north of 38 inches and a cup size of F or higher).
You just have to work with what you have. Aging, having kids, gaining a little weight will usually change your body a bit.
Just remember: the bigger you are, the more age, loss of elasticity, and gravity will take them downwards.
I'd FAR rather be small than large. I'm kind of in between. Breastfeeding and gravity/age have done their toll.
No perky no more and even good bras can't lift them up properly.
I am 24 and am a 32A. I know guys will say "Oh, size doesn't matter", but does it really? I know there are options but they cost a lot of money that I don't have. Then there is the issue if not being able to fill out lots of dresses/tops etc.
"Options" are painful, scaring and damaging and many men find that avenue very unappealing. If you can't overcome your insecurity then perhaps consider but really the problem is more in your head than on your chest.
LOL @ whoever told me (via reputation) "We get it lady, your boobs are big." I often wish mine were small, so it was hardly a brag! Just contributing to the discussion, like everyone else here... next time you want to be rude, at least have the cajones to do it non-anonymously.
If you are comfortable in your own skin then everything is beautiful and all men are different in terms of what they are attracted to. My wife happens to be small chested, but she is 5' 11", slender and I would not want her any other way!
I've never understood that saying, personally... I've got probably 2-3 handfuls, and the men always seem to find a way to use them.
