I think it's more that you see these groups of Southern women and they are ALL wearing bright colors. And they wear the whole outfit in a bright color.
Sure you see bright colors in other places too, but it's the "extent of bright colors" you esp see in the South.
I also notice Southern men are more likely to wear pastel colored clothes (polo shirts) too.
I think people everywhere tend to wear lighter, brighter colors in sunny warm weather, and dark colors like grey and black in cold weather. The South gets more sun and less cold than Northern states, so.
I am in Florida and moved to the Midwest. I still wear bright colors. I have another coworker who is from Florida and he continues to wear more colorful clothing. Why do people have to be dreary all the time because it is cold? If you go to some really cold/dreary countries like Russia, you will see a lot of light/pastel buildings in pretty colors... so it is not like everyone subscribes to being dark and dreary because it is cold!

I've been many times to Australia and they don't wear bright colors to the same extent as Southerners (I've been to the South a few times too but not all year round).
There is a difference, that is why I wondered the prevalence of sororities in Southern places has anything to do with this influence (besides weather) as they don't have sororities in Australia.

They have sororities in nearly every campus in the United States. You will find similarly dressed young ladies at schools all over the Nation.
