If you wear a pencil skirt and you are short make sure the cut is little above the knee area with great pair of heels and of course a great top.

I totally agree!
But as long as it's comfortable and you can wear it most of the day without problems, then why not, you know. As long as it's not too tight (that's when you see the bulges a little too much) or too baggy (where you have to keep pulling them up), then by all means wear it.

Honey, I'm almost 6 feet tall and wear a size 18. I have an hourglass figure, I have great legs, and make sure any jiggly bits are reined in with Spanxx!
If I wore anything flounced, I would look like a linebacker in drag!!!!!

And that means getting it altered! Very few ladies can wear something like this right off the rack.....one of the basic rules of "What Not To Wear."
