I think women of any shape or size should wear whatever they like and what they think looks good on them. Why care what others think? Do what makes you happy

pencil skirts should be worn by women with GOOD legs. Anyone else should wear something that doesn't draw attention to the legs like pencil skirts do.

I think any woman who does not have saddle bags can wear a pencil skirt. I think that may be independent of your overall body size.

Well full-figured women can wear pencil skirts but it makes them look like Lego characters. I'm pretty long and narrow; if I had curves I'd go for something flounced, I think. It's all about balance. I hate to say it, but Tim Gunn explains this amazingly on his show.
So I can't really say "no", but the point of a pencil skirt is that it's one of the very few things that emphasizes a good characteristic on a long and narrow woman: legs. Because believe it or don't, but we skinny bitches have a hard time finding flattering things to wear.
