Well full-figured women can wear pencil skirts but it makes them look like Lego characters. I'm pretty long and narrow; if I had curves I'd go for something flounced, I think. It's all about balance. I hate to say it, but Tim Gunn explains this amazingly on his show.
So I can't really say "no", but the point of a pencil skirt is that it's one of the very few things that emphasizes a good characteristic on a long and narrow woman: legs. Because believe it or don't, but we skinny ******* have a hard time finding flattering things to wear.
