A collar, even on the most casual cotton knit shirt, presents a more polished look.

Look go easy on the guy he may have been put on the streets and had no where else to put his other 11 shirts. Or maybe he was indecisive and kept trying them on andd by the time the 12'th was on he couldnt remove them. The sad thing is he probably thinks he is setting a fashion statement... well I guess he is , just a bad one.
