Sock Dreams ~ unique sexy comfy socks for unique sexy people
By flats, do you mean ballerina...loafers? Athletic? Skirts or pants?
When I wore 'socks' with flats, it was for work and in stead of tights or net hosiery...I preferred a snug and lightweight stretch cotton, rayon lace or crochet...hard to find because most everything is generic nylon. Over-the-knee is fun, but they never stay put...
I think fishnets scrunched down are a good funky, but that's just me.
Nowadays there are some cool low-cut peds (footies) out there that look fine peeking out from under your shoe, so keep looking. 'Come a long way from French terry pom-pom sport socks.

The last time I wore that look, I was 8. I was also wearing a pinafore.

What sort of flats do you mean? Don't they make socks for ballerina flats?

Unless you want to look like you're in 6th grade, I suggest you do away with the socks when you wear flats.
You can get away with wearing them with loafers, if you have on long jeans.

I'm still waiting for OP to come back an 'splain herself...'flats' could be anything nowadays...but I think she means basic skimmers.
I had to wear hosiery with mine, was a dress code regulation...that and even breathable leather gets the stink foot after several hours in Sunny Florida. So with trousers, sheer socks. Jeans - low rise peds. Skirts, tights or O.T.K.
No ruffles. No cuffs. No Lolita.

I was never a flats person, and will never wear flats, crocks, or gauchos, this spring / summer fashion absolutely blows. Keep with the heels, I say.
