How come most women are wearing spandex and leggings? (fashion, European, look)

I've been wearing leggings since Kim K was in diapers so, no. For me they grew from exercise appareal that was just more comfortable than jeans...and more attractive than sweatpants... it went from there. I think Lindsey Lohan has a fashion line of leggings so maybe young Hollywood is discovering what other people have known for a long time and just putting their own spin on it. Besides, some of those look more like tights/pantyhose than leggings

Your third image is simply pantyhose. Nothing fashion-forward there.
As far as the other, well, why are people wearing jeans? Why are men wearing baseball caps? No one "started" it. People wear what the stores sell and what they see in the magazines.
Leggings and spandex have been around for many many years. If you are just now noticing them, then you must have been asleep.
Most everyone I know who wears leggings (which are not shown in most of your pictures, most of your pictures are tights/hose) wears them UNDER something, be they skirts, dresses, or tunics. Which really shouldn't be anymore distracting than any other skirt, dress, or tunic ensemble.
As far as "who's responsible" for the trend, couldn't tell you...they've been popular on and off in varying resurgences since I was in junior high school in the early 1990s - there is a photo of me at my mom's at an eighth grade dance where I'm wearing black leggings with lace at the bottoms under a skirt and with ballet flats circa 1991 (something I wear, now, minus the lace trim, and with a skirt of a different length, actually). Long before the Kardashians were on anybody's radar. They've gone in and out a couple of times since then, but they're by no means a new trend. Is anything really new, when it gets right down to it? Everything in fashion is cyclical.

I haven't seen women wearing this. Most employers' dress codes wouldn't allow it.
