I'm not trying to be flippant, but this is the very core of what I'm getting at. Where is this gold standard of balance and porportion that women must measure up to before they are deemed out of whack and need to go "fix" themselves with surgery? Who decides this?

many women want big breasts because the media has deemed them sexy. there are also some logical reasons why big breasts (and big hips, big thighs, etc) have always been considered sexy: because they indicate to a man that a women is fertile. very skinny women without curves do not appear fertile. thus, the popularity of "naturally" curvy women like Beyonce and J-Lo. Men like curves.hahahaha

As a father, I can't imagine one day telling my daughter there's something unporprotional about her if she grows up to have a figure like my wife's and then reassure her that when she's old enough we can get that fixed.

Well, maybe if she's constantly accosted by men, made fun of in school and called a cow, and when the topic of how huge your boobs are come up in normal conversation, when you get called a cartoon character, asked of you're a porn star with the added benefit of never finding clothes that fit and needing to pay over $100 for a bra then maybe you'll understand

I don't think that will happen. It all seems too perfect a scenario and more or less an exaggerration. Kids can be cruel and make fun of others for all sorts of reasons. A minor having PS to fix high school angst and discomfort is ludicrous. An 18 year old doing it before she even has the chance to flesh out her sexuality and possibly meet the right man is almost just as bad. Getting called a porn star or cartoon character? So. I got called worse then that growing up. Men will hit on an attractive woman regardless. Never finding clothes that fit and $100 bras is just unrealistic hyperbole. There are also plenty of ways to downplay a large bust.
It is obvious now to me you have sold yourself on the idea that a BR will solve all your issues and make you perfectly happy in life and that's cool. However, the resoning is what is suspect to me.
The whole my clothes don't fit and I'm out of prorportion just doesn't fly with me at all. Scarring my body and paying thousands for potentially dangerous elective surgery because some jerk that was in and out of my life said something callous to me doesn't make sense either. Back pain? I'm not too sold on that either. I see women wear too small shoes, tall heels, tight clothes, corsets etc in the name of fashion, but somehow having to search a bit further for a dress or top to fit a big bust is completely over the line and impossible to deal with. Wearing the right undergarment, posture, being the right weight, exercising muscles would probably go a long way to alleviating the problem, for many. But the easy way out is to go have surgery, which I don't think is the right answer - ever. The very small percentage of women who suffer from gigantomastia notwithstanding.
