Good quality leather sandals would be nice and could be worn with socks or without. Closed toe type (Greek fisherman style) would offer more toe protection. Get at least 2 pairs so you can trade off and let one pair air out for a day (ditto for shoes especially!).

With cargo shorts, I like to wear either sandals or sneakers. If I'm doing a lot of walking, sneakers are better. I have a ton of casual sneakers because I'm a runner, and when my running shoes can no longer be used for running, they're still good for a lot of more casual use.

I don't think it makes sense to wear shoes with shorts. That just looks strange. Either sneakers, sandals or flip flops, though I hate flip flops for anything except walking from the car to the beach. They offer no support, and I think they look terrible on men.

I do have a pair of women's sandals (Rieker's) similar to these men's Clark's Merrimack. Wicked comfortable.
