I guess everything has happened to you and it was all Tampa's fault. Are you trying to say the census worker threatened harm to you if you didn't fill it out?

And even if you did fill it out, the census specifically ask what your place of residence was as of a certain date. The same question is asked in all areas and I am sure others were moving from and to other areas.

You are supposed to fill it out at the time you get the form. Things even out. I moved out of NY and still filled it out.

The census worker threatened to fine me 10,000. I didnt want to be included because I didnt want florida to have the gratifying nature of knowing that there population increased but many of thsoe who filled out the form have probably moved.

First off it is not a threat if someone tells you that you can be fined for not doing something when you can actually be fined for not doing something, it is called relating the facts to you.
And the fine is $5000 not $10,000.

The census asks where you were living as of April 1st, not if you intend to move or where you are planning to move, many people move and it balances out because people move from other states also.
