The closed down the Panama City-Bay County International Airport to be replaced by Northwest Florida Beaches Int'l? It's not even that much of an improvement, only one more major airline than before. makes no sense.

They needed to relocate as they were unable to extend runways in the old location because of neighborhood opposition. The only way to get new service/other airlines to commit was with a longer runway. They'll actually be building another runway in the next couple years. The addition of Southwest was huge, though the airport probably won't attract another airline anytime soon as other airlines are afraid of Southwest and can't compete with their fares overall. Smaller airlines with routes that don't overlap Southwest's would be the best bet for expansion.
