Default Constitutional Amendment limiting class size and upcoming Referendum in January

Hello, my husband and I are educators in the midwest and want to retire and move to Florida and teach for a few years. I am confused on how the class size limits and upcoming referendum in January on reduction of property (if it passes) can be "meshed"? Are there plans to shift the cost of education and other public works to other funding streams? Thanks!
