I have never heard of anything like that. The only thing that's legal is a right turn on red. But one thing I have to add is even with a right turn on red you still have to stop and look before proceeding out into the intersection. It's amazing how many people think they have a God given right to cut people with a green light off because they are turning right on red.

Its legal in Vero Beach. We had the same type intersection and the people who knew it was legal would pull up behind someone and beep the horn. The person in front, not knowing it was legal to turn, would get mad and the cursing through the windows would begin. Finally, the city put up a sign saying "left turn on red OK after coming to a complete stop"
