I was surprised with Melbourne's downtown. It's smaller for sure than the major cities you've listed, but definitely had a nice feel. They close down the main artery every other week for a street party, plus they have a huge arts festival every april. Lots of condos nearby where you can be within walking distance.

I prefer Orlando's downtown to Jax or Tampa, myself.

I found one in a building in St Pete called the Snell Arcade, which is an historic highrise building at 4th and Central (405 Central) that's listed at 189K for a 968 sq ft one bedroom unit. There sure as heck isn't much available anymore which speaks to the housing recovery in some markets. Location, location, location...

If you decide you're looking for a smaller town feel, DeLand and Winter Park are both nice, although WP is more upscale/expensive, both have lovely downtown/mainstreet areas with shops and restaurants.

I'd pick WP >>>>> Deland. I'd even put Melbourne's downtown over Deland. Deland downtown is nice, but it's a bit small and the surrounding areas are just blah and rundown. At least with WP you've got downtown Orlando nearby, while with Melbourne, you've got a beautiful intercoastal view right nearby.

There's at least a few buildings immediately near downtown that I saw.

Sarasota really doesn't have too much in that range. There is one building but it is literally uninhabitable.
