I took the family tubing a couple of weeks ago down the rainbow river. Had a great time.

I do believe that the water is too cold for gators. 72 degrees is pretty chilly when it's 90 everywhere else.

Tubing is not banned, I can still tube any time I like. They closed the one entrance because of the reason you mention but if you own property in a few different subdivisons, I think 3-4, you will have access to the river and can tube if you like.
The subdivision I own a lot in has a 1 acre park on the river and if you pay your $30 a year association fee you have your access.
