Default Florida HOA improvement deposit

Hi there,

Have a quick question about Florida HOA's. We would like to build a screen enclosure on the back of our house. We applied to the HOA to get approval but was later notified that our application cannot be processed because we need to make a $1000 deposit first.

It's not in our bylaws or declarations.

I have sent a demand letter to the HOA to process the application on its merits without the deposit but haven't heard back just yet.

What do you think, do I have case if I choose to sue?
