OP, maybe somewhere in and around a college or university, that way there will be many people in ur age bracket around.
Maybe Deerfield Beach, FL..which is in Broward county. FAU, LYNN, Broward college and Palm Beach state college are all relatively close by, therefore guaranteeing you some friends your own age, a fire fighter school at broward college and right close to a beach.

OP, you will not like Ocala. It's landlocked and would be very boring for someone your age.
It would be quite a drive to get to Broward Community for classes from Melbourne....I think you meant to type Brevard Community College.

This is definitely a prime surfing area....will even have pros surfing next to you sometimes. The college does have a firefighter program, but sometimes hard to get hired in the area. I would think about taking EMT classes to give you a 2nd option in case none of the fire departments are hiring.

South Beach. lol !!

My cousin went to college in Florida, was a bartender in South Beach, and was able to go for her Masters, and pay for it on her own with all that money. lol

IMHO, Daytona Beach and respective vicinity or as others have suggested, Brevard County area.

become a firefighter - ? unfamiliar with that procedure.
be near the beach - Daytona, New Smyrna, Cocoa, etc
do some king of surfing/kiteboarding Daytona/New Smyrna definitely for surfing
play in a band - Daytona rock?
lift weights - a handful of gyms in Daytona
skydive - Skydive DeLand
girls lol - good luck.. try the colleges.
some kind of nightlife - Orlando (Daytona has something at night, handful of bars, clubs, pool halls, etc...)
relativly safe area - South Daytona, Port Orange, NSB.
afforable rent see above.

When I read your post, Volusia and Brevard county popped into my head right away.
