For snorkeling, you can take the ferry from Fort DeSoto to Egmont Key (another wonderful place!):

Cape San Blas is exactly what you're looking for. Beautiful beaches, nice water, and no crowds. It's old Florida. It's the complete opposite of Panama City Beach and Daytona. Don't expect great snorkeling though. The only place in Florida with decent snorkeling is the Keys.
