Back in February, Rep Ahern introduced bill 1333, Rep McBurney bill 553, Sen. Evers bill 1478 to amend the red light camera law.
Some of the proposed amendments-
Minimum yellow to be based on the posted limit plus 20% increased to the nearest half second and would conform to standards set forth in the Institute of Transportation Engineers traffic engineering handbook
Provide for additional cross traffic red time.
Large signs to be posted at camera location
No violation if stopped with vehicle over white line
No violation if stopped with vehicle over white line making a right turn.
Analysis of intersection before and after installation to justify camera
Yellow time to be stated on violation notice
Speed enforcement is exclusive to the state [meaning cities/counties can't have their own speed cameras]
Yellow time to be tested once a year.
Evidence that yellow time doesn't conform is a defense.
The bills were filed and no further action was taken, collecting dust in the Transportation and Highway Safety sub-committee.
I have three reasons why but don't want to make any accusations.

Cities lobby to keep changes from taking place. Organize and put pressure on the legislature. Collect signatures to force an election. There are ways, but you have to work to overcome city lobbyists.

I wonder how much influence the camera companies had on the bills going nowhere.
