There is no problem with tax policy in Florida.

The problem is monetary, energy, transportation, immigration, and the spending side of fiscal policy at the national level, and the spending side of fiscal policy at the county and town level in Florida.

By tinkering with tax policy in Florida, we only tinker with the symptoms (credit bubble, housing price bubble, 8%-10% unreported inflation rate, spike up in property taxes) of the underlying problems.

If US residents do not return to producing domestically what they consume, none of these problems will go away.
