"Best beach" is subjective - depends if you are a surfer and like waves, or do you want powder white sand and sunsets, congested and commercial or quiet and laid back.
My personal taste, I like the beaches of Anna Maria Island - Bradenton Beach and Coquina beach. Soft white sand, people but not too crowded, trees for shade, lots of free parking and beautiful turquoise water.
