You will not have a problem not being military. Yes there are quite a few military active duty, retired and even spouses and dependents... The military is a big part of the city however there is much more than the military.

Just like San Diego, lots of military and retirees..but there is much more...... ( and before anyone gets all butt-hurt I am not saying Jacksonville is 'just like' San Diego just comparing large military presence in the city... so not need to inform everyone that San Diego is 'America's Finest City')

Savannah, GA has three or four major military facilities in and around it but none of them detract from the character of the city or make it a "military town". It's the street crime and murders that detract.

Neither are really "white..." So it's hard to say.

Orlando seems to have a higher percentage of hispanics than Tampa.
