For me, it has much more to do with being surrounded by nice, friendly, intelligent people--which has little to do with the extent of their formal education.
And every place has culture. You must be using a non-academic sense of "culture", which is a bit ironic given your other comment.

Perry is a great town but no work.Please do not fuss about the mudd boggs. they bring in money.I have live here all my life.My family been

Agreed here, not really sure why somebody would desire to move to Perry... maybe the coast down there...but Perry? humm...
Not sure why anybody would want to move to these places like Perry, Apalachicola, Port St. Joe unless they are about to retire... certainly not to find jobs. Pensacola, Panama City and Tallahassee are honestly not that big and plenty of properties on the outskirts if you want some total peace and quiet. Also plenty of towns like that around the Tampa area...Perry is kind of isolated.

Perry also has a reputation for the occasional racist practice that went out of style in other parts of the country by the 60s. (A restaurant that goe sued because black patrons could only order takeout from there and not sit in the dining room, the motel that wouldn't let blacks swim in the pool)

Those are the incidents that made the news...there are and continue to be others.
Word on the street is that the KKK remains active in that area.
Stay the hell out of Dixie County too - don't even get me started on them.

Florida, by this chart at least has more than the rest of any states in the south... I'm sure this is a matter of population though. But, North Florida outside of a few cities is definitely the Deep South.

Difference in the bad portion of southern culture though, and others throughout the world is that they HAVE access to it, yet think badly about "them educated folk" and openly CHOOSE to not better themselves to the form of celebrating it, think Larry the Cable guy mentality.
Other uneducated cultures of the world are actively trying to educate themselves (outside of maybe some of the islamic world) but just don't have the access to it.
Kind of sad actually that they live in the one country in the world with the most top universities and don't use it.

There no reason to live in Perry
No jobs.For the last 15yrs Perry been in the to ten highest unemployment in the state of Florida. They are no jobs there, never has been. The city and county don't want any jobs there...The downtown area is nothing but vacant stores.Perry has a new hospital that the residents can't afford or keep doctors. They have no doctors to deliver babies.You still have to drive 55 miles to Tallahassee for quality health care or be loaded on life flight to be flown to Tallahassee. There no pros to living in Perry. The residents are backwards dumb people. As far as having beaches in Taylor County? HAHA Beaches are 20 plus miles from Perry. Nothing but dark brown water, you sink up to your ankles in mud!! Now that's a beach for you.! Those country hicks have never been on the Atlantic Ocean side of Florida or South West Florida beaches. REAL BEACHES. The people that live in Perry really think Perry growing but it's not..The only town the local hicks visit is Tallahassee 51 miles away. Perry is in the middle of nowhere. 51 miles to Tallahassee, 60 miles to Valdosta,GA, 125 miles to Jacksonville,FL 100 Miles to Gainesville,fl. Get the picture? Check the state of FL job site on jobs in Perry. Most job start at $5.35 - $6.00 an hour. Can anyone live on that? Lets not talk about the crime and big drug problem in Perry. There no reason for I to live there. Nothing to offer but a stinking paper mill and a river full of dioxin.

I heard the paper mill was shut down. If true, I can only imagine how bad the economy must be given that it was the major employer and supposedly 'high paying.'
