I guess “convince me that Florida is more walkable and wheelchair friendly than it seems” felt too long. People have already made me feel better about it.

I would spend some time here first, especially in summer. I am afraid your budget is unrealistically low for any decent area. That said, look at Lakeland - there is a nice downtown, better bus system (including for handicapped) than usual for Florida, and has more "walkable" areas in and near the downtown. Lots of beautiful lakes there (and parks) all free for public use.

There will be no coastal cities with anything near your budget.

Rainy season is June through September. Heavy T-storms with extreme downpours and deadly lightning. It's unsafe to be outdoors during such lightning. Nearly every day has a chance of these storms during rainy season.

Florida has the highest death rate for lightning strikes. You wouldn't want to be outdoors on a sidewalk, in a wheelchair, during such storm. However, the storms are generally in the afternoon. You would want to plan your summer outdoor activity for morning.

Regardless of the T-storms, the sweat from the heat and humidity can be terrible. It's not just that you get a bit sweaty. You can be drenched - all your clothing soaking wet from sweat where you can wring it out. You could sweat and have soaking wet clothing every single day all summer long if you are outdoors for longer than 30 minutes at a time.
