For unsurpassed beauty: the Gulf rules.
But as I mentioned in the Northeast thread, the Atlantic side has other qualities going for it.

I much much prefer the Atlantic side. We first moved to the Gulf side (Tampa) and I didn't care for it. The area has more of a marina feel than a tropical feel. Went to the Atlantic side and loved it!

If you like sailing, boating, fishing and windsrufing, relatively flat water - the Gulf is better. If you like surfing, the sound and feel of ocean waves, the Ocean is better. Both the Gulf and the Atlantic sides have nice areas on the beach and seedy areas on the beach.
On some parts of the Gulf, the sand is like sugar. On other parts the sand can have a bunch of crushed shells in it. Still other parts of the Gulf are quite marshy and have no sand. The Atlantic beaches are all sand beaches, no marsh. You get a stronger sea breeze on the Atlantic, whereas the Gulf has very little sea breeze, and only during certain times of the year. The Gulf is more strongly impacted by wind from cold fronts during the winter - this is great if you're a windsurfer.

I had the opportunity to live in both and the waters in the Gulf are cleaner and just looks better. The Atlantic side the water is murky and dirty.
View of Navarre Beach, whte sand, clean and clear water...
View of Cocoa Beach Fl, better for surfing, lots of seaweeds...

If you want to get technical about it and if you don't mind the lack of big, wide beaches, you can visit the Middle and Lower Keys and experience the Atlantic AND the Gulf -- beautiful water, beautiful (albeit environmentally pressured) coral reefs.
