Are there any places in florida where self employment thrives,lower rent ,safer areas (income)

Wanting to relocate, but want to pursue self employment and maybe part-time employment, family of 4, pa sucks for self employment, i am a self motivator and go getter, want to find a safer area and lower rent

Of course there are, but it depends on what kind of business and what you consider low rent. Besides, even in the more expensive areas, it is possible to find reasonable rents through "on the ground" searches, and a little bit of luck of course.

What is it about Pennsylvania that is unfavorable to self-employment, high local income taxes maybe?
