I would argue Gainesville as a good option. The city has plenty of amenities for it's size and due to the presence of the the university and major medical center it's fairly well equipped for the handicapped in terms of infrastructure and public transit.

You might just ask where are cheap locations to live with either good public transportation or Uber. Lots of areas in Florida are cheap to live in. The Daytona Beach area isn't an expensive place to live. I live in Ormond-by-the-sea and there are some older apartment complexes on A1A across from the beach. I believe there is an older apartment building next to the shopping center with a Publix grocery store. There is a bus route along A1A. If you lived there, you would live across the street from the beach and could walk to Publix a take-away Chinese resturant, pizza place, Dollar General, liquor store, Bealls Outlet and a brand new 7-11.

I don't know anything about the apartments except I see them when I go to Publix.
