26 percent of Americans described where they live as urban, 53 percent said suburban and 21 percent said rural so 26% percent doesn't really hit majority status...and no the point wasn't about Eustis becoming a concrete jungle, rather Seminole County whose leadership has never met a developer it can't say yes to.
