I read your profile and with your corporate affliations, this info should be pretty readily available to you. However, if there is other info you want, PM me and I'll answer your questions.
Seminole County website: seminolecountyfl.gov If they remove the link, you can just use your favorite search engine to get the county web info.
There is a site for residents, visitors, businesses and more info about the county than you can imagine.
scps.k12.fl.us (use www. first) links you to info about our schools in Seminole County. In Florida, we have an exam to test progress called the FCAT exam. Based on those results, schools are graded A-F. You'll find info about various Seminole County schools on that site.
As a long time Seminole County resident, I can honestly tell you that it is a great place to raise your kids. Feel free to email or pm me if you have specific questions.

bad parts
just like an other state, there are good parts and there are bad parts... it's hard to say, stay away from a certain part of the state, b/c there are good things, and not so good things about all different parts of fla.
for ex: i might say, move to southwest fla... there are plenty of little coastal towns that are nice and safe. someone else may chime in, who lives in tampa or ft myers and say, "i'm moving to northern fla b/c the crime is getting too high here in tampa."

I understand what you mean  is hard but like I would say here I don't like the Bronx, but of course there are certain part of the Bronx that are good.

What about the Dr. Phillips area of Orlando? Would you reccomend it or not & why?

i dont know much about that area (dr phillips)
in orlando, although i believe a few nba stars have come out of those areas,
maybe someone else could let you know about dr phillips who is more familiar.
as a geeral rule, nyjv, i would stay (personally, but just my opinion) away from anywhere south of west palm bch/boca raton area, meaning ft lauderdale/miami/those areas. also, i would stay away from northern jax'ville (i believe n jax is rough) and parts of tampa. and also parts of orlando are pretty bad. just like any other cities/metro areas with 1m ppl or +.

I live right in Dr. Phillips (9 yrs. now) so anything you need to know, I can help you out. It is the VERY BEST area of Orlando.
I dislike the east side, (Winter Springs/Oviedo/Tuscawilla) as it is so far away from everything & way too far from I-4. Anywhere you want to go in Orlando, you need to be near I-4 to get there. It is the major artery through town. Otherwise you'll be eaten up with toll road charges. Dr. Phillips is near everything. You have restaurant row on Sand Lake Road where you have a great choice of restaurants. Also International Drive is just around the corner where there are many, many, more restaurants. You have 4 supermarkets,
4 drug stores, Barnes & Noble, the Public Library, a couple of Dept. stores, 2 post offices nearby, Universal Studios 5 minutes from my home. You can go outside at night & watch the beautiful fireworks display each night from your front yard or stay inside & you don't even hear it. Disney is very close also
(10 min.) (more fireworks nightly, I see them too!) If you want to go to Tampa (hop on I-4)....Daytona Beach (I-4 again)....need to go Downtown
(I-4 again, 15 minutes) also 5 miles to The Florida Mall which is Florida's largest mall. Dr. Phillips is the greatest !!!!!!!!!

that sounds good
i love the winter springs/oviedo area and that's why we are moving to that section of orlando (from nc). i wasnt too familiar with the dr phillips area, but i know i've heard lots of bad traffic talk on i4. i guess that's why we didnt think much of moving out that way. and your right, oviedo/winter springs/tuskawilla is a little further from other areas. we loved "seville on the green" apartments, but they were too far away from other things.
