It's really hard to pick, my first choice would have to be beaches in the panhandle with sugar sand that sings as you walk on it. With dunes that are 20 to 30 feet high.
Yeah Grayton beach has to number 1 or close to it.

Though the Miami area also has some beautiful water. In my neck of the woods, I like the beaches of Jupiter/Juno beach.
