I can make sense of saying that a place isn't friendly if you're being victimized by criminals (lol), but what do being not populated/built-up and having safe roads have to do with being "friendly"? Wouldn't "Not crowded" and "Less likely to result in car accidents" fit better there than "friendly"?

Well, I should say first that I do not think that entire cities, much less counties, are friendly or not. I think you'll find a wide variety of people in any city, with varying degrees of friendliness, and it depends just as much on the person assessing it.
But friendly folks in an area will often say "Hi", smile, wave, etc. They might start or be easily enticed to participate in a conversation with you. They might do things that show politeness, help you out with different kinds of things, and of course, some will become closer to you over time--you'll want to see them again, you'll schedule activities with them, etc. I don't think that's an exhaustive list, but it's some of the things that characterize friendliness.

Unfriendly: Polk(Ughhh), Osceola, Lake, Hardee, Orange, Hillsborough

Ppl in Marion co are unfriendly now too? How'd that happen so fast? It didnt used to be unfriendly there? WTH?
