None of those choices are good. Orlando, Tampa, or Miami would be better choices.

Sailing and fishing are more "Destin" I think...this is from one of our outings with Captain Rex on the Nathaniel Bowditch out of Destin
I think Panama City Beach feels more kid oriented.
We live in between them (Seacrest Beach/Rosemary Beach) and enjoy the advantages of both.
Here's a clip from the offshore powerboats last summer in PCB:

I have been to "PC" with my fraternity for cheap beach date weekends, and Panama City felt very rednecky/seedy/still has a ways to go. There are a couple nice hotels, but honestly if you want to spend more dollar, you would rather be in a place where there are other people willing to put in the same time, money, and effort. The first time I ever saw the KKK was outside of Panama City on the way back to school, very interesting/scary. There are some fun parts to Panama City, but I think it would be funner for college age kids during Spring Break.
Destin, on the other hand, I have never been but I have certainly heard plenty of good things about it. It seems it is trying to be the upscale resort and vacation spot for the panhandle. There are more restaurants and hotels/resorts that might appeal to a family there. There are still probably the wide white sandy beaches and clearish Gulf waters there, too.

I'd go with Destin. Panama City Beach is trying to gentrify away from the beer bongs/head shops/spring break crowds but has a way to go yet.
