Default Moving to Panama City....Best Neighborhood to live in???

I'm in the Coast Guard and just got stationed in Panama City. We're moving in June and looking to buy a home. Was wondering what neighborhoods/areas of Panama City we should be looking at and which to stay away from. Any indications would be most appreciated.

Also are there any surrounding towns (lynn haven, callaway, springfield) that would or wouldn't be recommended?

Lynn Haven, from what I have seen, looks nicer than some of the other areas.
I think the schools there are better, as well.

I heard that there is a paper mill in the area that smells really bad when the winds are blowing in the right direction. Anyone know what area is affected in or near Panama City or if this is even true?

I can smell it sometimes when I am there, esp near the mall. I am not really sure where the mill is, though.

The paper mill is located in Parker most of the time you cannot smell it unless your close to it but sometimes with rain or winds the smell travels. Lynn Haven is nice but runs a little higher in price I'd stay away from Springfield and some areas of Parker.
